Neil B. Mooney, Esq.

Neil B. Mooney is a member of an uninterrupted line of Customs Brokers, Customs Attorneys, and Customs Officials in his family spanning back more than 175 years. Although he only practices law at present, Neil has a wealth of hands-on trade and transportation experience to build from. He has been a licensed Customs Broker for forty-one years, and founded a highly successful family of Air Cargo, International Ocean Freight Forwarding, NVOCC, Customs Brokerage (including Drawback), and Bonded Warehousing companies beginning in 1984.  Neil graduated Cum Laude from Florida State University College of Law in 1998, having studied International Law at the Universidad San Pablo in Madrid, Spain.

Today Neil provides service to his clients in various areas:  he litigates in the Court of International Trade regarding issues of Customs duties, dumping duties, rulings, and licenses.  He also litigates maritime and other cargo claims; provides assistance with trusts, estate and succession planning; handles employment issues and contracts; performs business valuations; deals with international trade contracts (both drafting and enforcement); provides mediation services; obtains federal licenses for forwarders, NVOCCs, brokers, warehouses, and much more. Though this is not an exclusive list of all services, it does showcase how he is able to assist clients on matters that arise in their day-to-day business while also guiding them towards solutions to legal issues.

Based in Tallahassee, Neil is admitted to practice in all the state and federal courts in Florida as well as before all federal agencies and the U.S. Supreme Court. He has practiced in federal courts from coast to coast. His admissions include:

  • Florida Bar, 1999, allowing practice in all state courts including courts of appeal.
  • United States District Courts: Northern, Middle, and Southern Districts of Florida including Bankruptcy Court
  • United States Court of Appeals for the Eleventh Circuit
  • Supreme Court of the United States of America
  • United States Court of International Trade

In April 2016 Neil  was inducted into the Florida Customs Brokers and Forwarders Association’s Hall of Fame in recognition of his tenure in the Customs brokerage and forwarding industry, his commitment to its continued advancement, and his outstanding ethical reputation.
